Download Census
The most recent version of Census is always this one. If you've downloaded Census from anywhere else, you probably need to update it from here.
Census 1.0 (Windows installer, 13 November 2008)
You need Windows 98 or better, running on an Intel-compatible PC with at least 128Mb of RAM and lots of spare hard drive space. Essentially, any recent Windows-based PC will do.
To install, just double-click the downloaded file. The installer will take it from there. If you don't like installers, try this distribution instead - just unzip into a folder, install the included R(D)COM server and double-click the Census executable to start.

For the Xpose-based graphics system to work, you will need the following additional components:
R is a free software environment for statistical computing and graphics, similar to S-PLUS. To download R, please choose your preferred CRAN mirror.
Xpose is an R-based model building aid for population analysis using NONMEM. It facilitates data set checkout, exploration and visualization, model diagnostics, candidate covariate identification and model comparison.
R (D)COM is a server which allows R to be called from within other applications - such as Census. The most recent version may be downloaded from here. Note that earlier versions are known to interfere with Microsoft Excel - solutions to this problem are available from the main site.
For convenience, R (D)COM is packaged with Census and its installer is launched automatically. Despite what it says, no Excel plugins are installed.

To compile Census, you'll need Borland Developer Studio (BDS) 2006 Professional (or better), as well as a bevy of additional components. I can't make them all available here, so here is a complete list instead.

ZeosDBO & ZeosCtlsCensus is written in Delphi-dialect Object Pascal. To compile, make sure all the above components are installed into the Delphi IDE , that Delphi can find them in its search path (see individual installation instructions), and then load and compile Census.bdsproj. Simple as pie. In principle.
Note that compiling Census is not supported on any other version of Delphi. If you can get it to work on another version, nice job - please send me instructions on how to do it and I'll post them. Also, if you find any missing dependencies, please let me know as well.
Census is free, and will forever remain so. It is now formally open source, under the Mozilla Public License, version 1.1.
